I haven’t looked at it closely, but you’re not seriously suggesting it’s missing some power, are you?
Because if it’s got unnecessary powers, they just don’t have to be used, and the powers in CERA may be enough to cover the other gaps.

No, I’m not suggesting that. I’m suggesting that there will be some screw-ups in it, because they haven’t given it proper consideration. There were no fewer than six supplementary order papers with last-minute amendments last Tuesday, the last of which amended 37 clauses. I suspect more tweaking will be required.
